The first National Creative Industry Seminar was held in Beijing on May 13, organized by China Guanghua Science and Technology Foundation. Qian Qimin, vice director of Propaganda Department of Weihai Municipal Committee, pointed out that the governments of small and medium-sized cities needs to work on three fronts in order to promote the development of cultural and creative industries.

He pointed out that small and medium-sized city's cultural and creative industries have different way to develop culture and creative industries from major cities. The governments of small and medium-sized cities must focus three areas including creating a mechanism of culture and creative industry development, building the platform and cultivating leading enterprises in three areas in order to speed up the development of cultural and creative industries.

Weihai City of Shandong is well-known Chinese livable city, Qian said six cultural and creative industrial Park has already built in Weihai to build Weihai as a frontier of culture and creative industries in China.

He explained that creating a mechanism of culture and creative industry development means the research of policy and straightening out the management as well as the creation of a wide range of support measures. Building the platform requires the establishment of information exchange platform, investment platform, innovative products exhibition and sales platform. Regarding fostering cultural and creative industries leading enterprises in the small and medium-sized city', the governments must provide comprehensive and point-to-point services to the enterprises..
