Overall View
Xi'an Hi-Tech Industrial Development Zone, a state-level hi-tech zone founded in March 1991, of its 2,400 technological enterprises, 575 belong to hi-tech fields. 3,200 research achievements have been converted here. 5 pillar industries have taken shape such as electronic information, optic-mechanic-electric integration, biomedicine, new energy and new materials.Its technology-industry-trade total revenue reached 20,100 million RMB yuan and its industrial output value hit 14,100 million RMB yuan in 1999.
It has become the most important economic growth point in Xi'an, a show window and a hi-tech industrialization base of the city. In September 1997 it was approved by the State Council to be one of the first zones in China that joined the technological industry park network of APEC. In 1999 it led China's 53 hi-tech zones in terms of its comprehensive development targets.
Xi'an Hi-Tech Zones also takes the lead in China in its planning and basic construction. It is complete in such facilities as the supply of water, power, steam and heat, roads, communications, computer network, bonded warehouses,etc. Its primary and middle schools, kindergartens, 3-star hotels, clubs, golf courses, parks and beautiful residential quarters provide a pleasant surrounding for work and recreation.
It has been rated as a green-space model for several years running by Xi'an Municipal government. Its two residential districts of Fengyeyuan and Gaoke Huayuan have been cited as exemplary units by China's Construction Ministry. The property management of its Gaoke Huayuan and Ziwei Huayuan has secured the international authentication of ISO9002.
Confronted with the historic opportunity of developing the west, Xi'an Hi-Tech Development Zone is ready to make new headway. This year it will focus its attention on the construction
of 8 biological engineering parks with the cooperation of universities: Chang'an Technology & Industry Park, Xi'an Software Park, Hi-Tech Export Industry Park, Xi'an Pharmaceutical Industry Park, Xi'an Jiaotong University Technology & Industry Park, Northwestern Polytechnical University Technology & Industry Park, Xi'an Electronic Sci-Tech University Technology & Industry Park and Northwest University Technology and Industry Park. The aim is to expand the room of maneuver and enlarge the industrial scale.
CHANG AN TECHNOLOGY PARK
Chang'an Science & Technology Park is a new development place of Xi'an High-Tech Industries Development Zone to meet the nation's campaign to develop the country's west region. The total planned area is 5km2, with the initial development area of 3km2, which contains 5000 mu for industries, 1000 mu for business and service and 1000 mu for shopping and residing. Investment on infrastructure will be 1 billion RMB. The park will provide investors a new space of industries development and market exploration with most preferential policies and best auxiliary service. The transfer fee of land in the park is 150,000- 170,000RM/mu.
ADVANTAGEOUS GEOGRAPHICAL CONDITION AND COMPLETE FACILITES
Xi'an is located at 33 o 39'-34 o44' north latitude and 1078 o40' - 109 o 49' east longitude. The average annual temperature is 14.7degres celcius and annual rainfall is 312.2mm.
Air transportation: Xi'an International Airport is one of the fourth largest in China. 100 domestic lines including the routes to Hong Kong and Macao, as well as some international lines to Japan, Thailand, Saudi Arabia and to European countries are opened.
Railways: Xi'an Passenger Railway Station is one of the eight top-grade stations in China, with a daily turnover of over 30,000 passengers. Xi'an Cargo Railway Station ins also one of the top-grate stations in China, with an annual turnover of freight over 30 million tons.
Communications: Xi'an has one of the six largest microwave communication centers in China and IDD calls can be made with over 190 countries and regions. Post services cover a total length of over 40,000km. In 1999, the total capacity of the exchange unit is 1.23 million lines.
Water supply: Daily water supply in Xi'an is over 1.2 million tons and a new water diversion project presently supplies 500,000 tons daily. Upon the final completion of this project, a daily capacity of 1.7million tons will be reached.
Electrical Power: In 1999, the power supply in Xi'an reached 9.0 billion KWh, and a new thermal power plant with an installed capacity of 150,000 KW will soon be in commission.
STRONG SCIENTIFIC STRENGTH & ADVANCED HIGHER EDUCATION
There are 42 colleges and universities, 524 large-and mediumsized scientific and technological research and development establishments in Xi'an. Of these, over 30 are the largest ones in China in terms of their professional capacities, and these have 55 state-level labs, and 380,000 professionals. Xi'an ranks the third after Beijing and Shanghai in terms of comprehensive scientific and technological strength in China, and number one among the medium and large cities in terms of density of technicians. The Chinese first computer, passenger airplane, IC board, and high speed color CRT camera were all developed in Xi'an. In addition, every year in Xi'an, over 1,500 scientific and technological results are generated and certified, many of which take the lead in China and some of them have achieved the advanced international level.
