How to apply for the Chinese government scholarship?
According to the education exchange agreement between China and your country, China grants government scholarships to the candidates recommended by your country. You may contact the competent authorities of your country (the Ministry of Education or other organizations in charge of this program) for the application of the scholarships. The China Scholarship Council (CSC) will contact Chinese institutions of higher learning for the consideration of your application. If you are enrolled, the CSC will send you the Admission Notice and Visa Application for Foreigners Wishing to Study in China (JW 201) through the competent authority of your country.
 
How to fill in the scholarship application form?
Different scholarship programs have different application forms. Applicants must use the forms printed by CSC (http://www.csc.edu.cn/) and fill out the forms with the required language. Incomplete forms or the forms filled out in languages other than the required ones or without the applicants' signatures are invalid. Each applicant must submit one original scholarship application form and one photocopy. Please contact the local Chinese embassy or consulate for the Application Form.

Yes, you can contact the target institution before your application to CSC, and put the invitation letter from the institution together with your application materials.
 
Can I apply for extension of study as a scholarship student?
Scholarship students who finish the planned study and want to extend their study in China shall apply to the institution. If agreed, the institution will give the students an approval letter. If the students want to change to other institutions, they shall also submit the approval letter from the target institution. The foreign embassy in China or the competent authority in charge of overseas students in the dispatching country shall note in writing CSC together with the approval letter, and be sure to include the students in the quota of the exchange program.
