New government data shows that in order to meet the quantity and quality demands of water supply for 350 million urban residents in about 400 cities in China, investment of USD $30 billion is required by 2010. The urban wastewater treatment rate will rise from 45 percent to 60 percent, and the pipeline utilization rate should reach 90 percent. More than 1,000 water treatment plants will be built throughout China by 2010 and the market for wastewater treatment will total over USD $50 billion. Current trends in investment and policymaking are driving water projects inexorably toward privatization. The industry is becoming more open than ever.
