To all provincial, autonomous regions, municipalities’ ministry of educations (commissions), Education Bureau of Xinjiang Production and Construction Unit and universities To ensure the education quality of international undergraduates at China government scholarship expense and improve the using of scholarship, the Ministry of Education, on the basic of pilot, decides to develop preparatory education for international undergraduates at China government scholarship expenses on 1st Sept. 2010 according to Management Rules for University Accepting International Students. Hereby we notify the matters as follows A. Students Recruitment Administration We ministry appoint universities with rich experience in international students education and administration to undertake preparatory education. We appoint Secretariat of China Scholarship Council to take in charge of coordinating the matters concerned about the relevant preparatory education’s admission and management, and we organize to make teaching outline of preparatory education’s required courses and part of selective courses, and organize to write reference book used for teaching and teaching materials and, gradually establish assessment system for the whole the students’ academic credits testing process B. The students All the international students coming to study bachelor programs in China with China government scholarship should receive preparatory education except meeting one of the following two conditions. a The international students who finish secondary school in which the courses are taught in Chinese should present a certificate that the teaching language in secondary should is Chinese when applying. b The students who have meeting the requirement on HSK levels for entering profession study should presents copy of HSK certificate when applying, the validity of HSK certificate is 2 years in principle. C. The general cultivation goal To make students’ knowledge and ability of Chinese language, knowledge of profession and culture-cross communication ability can reach the basic qualification on entering China universities. The students should obtain the following knowledge and abilities: a They should obtain some Chinese language skills and culture-cross communication ability, should primarily know Chinese culture and social condition, and they can use the Chinese language knowledge and skills to solve daily essential problems; they should master basic Chinese vocabularies and grammars, master certain of professional vocabularies and common used expressions of tec hnical Chinese, and should be able to listen, note and ask with Chinese in class; and they can be able to read Chinese profession material with the help of reference books and obtain the ability of expression that study profession course needs. b The Chinese proficiency of the students majored in science, engineering, agriculture, medicine (not including Chinese medicine), economics, law, management and education and so on should pass HSK3; and Chinese proficiency of the students majored in liberal arts, history, philosophy and Chinese medicines and so on should pass HSK6 c The students should master specialty basic knowledge, it means that the science, engineering, agriculture, medicine majoring students should master the knowledge such as math, physics, chemistry, biology, computer and others that students need to learn in profession study; the economic, law, management, education majoring students should master math, computer and others that specialty study requires and the history, liberal arts, philosophy as well as Chinese medicine majoring students should master ancient Chinese and computer that specialty study requires. D. The duration of preparatory study is on or two years in principle. For new preparatory study students knowing nothing about Chinese, the preparatory education of liberal arts, history, philosophy and Chinese medicine is 2 years, and for other majors is 1 year. the duration can be changed for students who know some Chinese E. The preparatory education adapts intensive methods and insists on the principle that language teaching first and specialty teaching second. The course settings of preparatory education contain required courses and selective ones, the proportion of class hours can be confirmed according to education practical situation. F. The preparatory program must contain language programs, culture programs, degree programs and language practice. The language programs mainly are general Chinese and preparatory Chinese; culture programs mainly are Chinese culture, Chinese society, culture-cross exchange; degree programs mainly are math, chemistry, biology, ancient Chinese, scientific Chinese and basic computer science; and language practice refers out-class language practice, social investigation and so on teaching activities. G. The first year’s class hours of preparatory education must not be less than 1120 hours, and the second year’s must not be less than 960 hours, all universities should set suitable teaching plans according to local places and students practical situation and should adapt diversity teaching modes. H. The universities set up preparatory education should strengthen students’ management. The students’ performance during their preparatory study is important reference to scholarship assessment and graduation. I. Preparatory education will gradually carry out unified assessment standard for main courses. the content of preparatory courses contains Chinese language test and specialty basic knowledge test. The international students who finish preparatory education and passed though the test and China government scholarship assessment will be issued preparatory course-complete certificate by the university. With the preparatory course-complete certificate, students can enter into undergraduate programs study without taking entrance exams. J. Secretariat of China Scholarship Council take in charge of regularly arranging preparatory education schools or universities to provide students accepting preparatory education with guidance for major and university selection. K. The international students who accept preparatory education but fail cannot pass the exams will be cancelled China government scholarship, while they will be issued learning certificate by the university.
