International Cooperation and Exchange department of Ministry of Education published new rules that the international students who finish secondary school in which Chinese is the teaching language can be exempted from HSK requirement and apply to study in China. So far, a few countries set up middle schools regarding Chinese as teaching language, the Chinese proficiency of the students who graduate from those schools surpasses the Chinese universities’ requirements on Chinese language proficiency of the international students. In this case, International Cooperation and Exchange department of Ministry of Education made new rule about Chinese universities exempting students from taking Chinese language proficiency test when dealing with international students’ application for admission The language of instruction of the required courses that the international students exempted from HSK learned in secondary school must be Chinese. The international students who simply take Chinese language courses but learn the required course in other languages cannot be exempted from HSK. All education, culture departments of the Chinese embassies or consulates can keep the relevant schools in the countries were Chinese embassies or consulates locate informed about the rule above; and the embassies or consulates should issue letter of certifications as invited by all the schools to prove the language of instruction of those schools to be Chinese. The international students having applied for admission without HSK test should provide Chinese universities the copy of above mentioned letters of certification they got from the school from which they graduate.
