Chinese President Hu Jintao stressed in his important speech on July 1 this year that in order to build a commonly prosperous society, the government will work harder on adjusting income distribution.

Building a commonly prosperous socialist power is a dream of all the Chinese people. This China dream of "common prosperity" inherits the traditional idealism, reflects socialism elements fully, and gives new Zeitgeist of this era. To firmly adhering to the socialist road with Chinese characteristics is essentially to firmly adhering to the road of common prosperity.

We have proposed the vision strategically and prospectively that China will become a commonly prosperous society in 20 years, i.e. the goal of China's social-economic development is a socialist country that is commonly prosperous with efforts of more than a billion Chinese people altogether. The goal is a natural progression and historical inevitability after the goal 2020 - building a moderately prosperous society in all respects, and is an inevitable step on the path toward the goal 2050 - socialist modernization.

In the coming 20 years, China will develop from a moderately prosperous country to a prosperous country; from a low-middle-income country to a high income country. "Common prosperity" ranks the most important theme, the core goal and the most important task for the development of the socialist China.

It can be viewed that China in 2030 will be a commonly prosperous society, and a "Great Harmonious Society". This covers three aspects, viz, China's commonly prosperous society, China's shared prosperity with the World and Chinese people's shared prosperity in line with the nature.

China's society of common prosperity bears the following points of view.

First of all, "common prosperity" does not mean equal prosperity. Equal prosperity is unrealistic since both the disparities of regional development conditions and the disparities in human capital accumulation among populations are huge. We have to admit the existence of social disparities that cannot be removed. This is because as long as there is society, there will be social disparities.

Furthermore, the core of the concept "common prosperity" is "common", which means over a billion people share the opportunity, improve the capability, enhance the level and enjoy the fruits of development together. Real "common prosperity" can be fulfilled only if the four "together" is achieved.

Last but not the least, to build a "commonly prosperous" society, special effort should be made in case of class polarization. We need hardly worry about the prospect of China's economic growth, because we are right in the taking-off stage. The most concerned issue is that whether China could maintain a stable, coordinate environment in a long term. "Common prosperity" is a socialist flag to prevent social instability or even social revolution. "Common prosperity" not only represents the legitimacy of the leadership of Communist Party of China's in rejuvenating the nation and promoting the welfare of the people, but also the political guarantee for China's long-term stability and security. We are not only materialists admitting social disparity, but also dialectical materialists not only encouraging people to make wealth and become prosperous, but also encouraging all the people to get prosperous together.

China shall share prosperity with the World. China and the World are communities with common interest and common destiny. The ever-opening China and ever-integrating world could not work without each other. China could achieve further development only if the World especially the developing countries develop; China could achieve further prosperity only if the World especially the developing countries develop; and China could gain more wealth only if the World especially the developing countries prosper. Such is our view of China and the World.

Therefore, we must coordinate between two pictures of domestic society and international world. Proactive efforts should be made to turn the challenges into opportunities. Opportunities may be created through exploring complementary resources and using the markets, the resources and the technologies from two different channels domestically and internationally. We should not only "bring in", but also "step out"; not only taking good care of our own development, but also taking on greater international responsibilities. China will not only play a part in globalization, but also try to become a leading power in globalization. We should give considerations to both our own needs of development and our partners' proper concerns, and try to maximize our common interest to create a win-win situation. China shall make efforts to promote equality and mutual trust in politics, to foster a win-win situation in economic field, to facilitate cultural exchange and communication of the World, and to advance dialogue and cooperation in issues of security. China shall try its best to facilitate nations all over the world to share opportunities with each other and to respond to challenges together. By all its above-said efforts, China aims to contribute to build a harmonious and green World with everlasting peace and common prosperity.

China shall follow a developing path while protect nature at the same time. Resource conservation, environmental protection, ecological security and disaster mitigation and prevention are not only the core national interest of China, but also the basic policy of China's development in a long term. Shifts in five aspects must be taken, viz shifts from black industrialization,urbanization and modernization to green industrialization, urbanization and modernization, from black manufacture to green manufacture, from black energy to green energy, from black trade to green trade and from black consumption to green consumption. Five pillars are crucial for these shifts: building a resource conservative society; building an environment-friendly society; developing a recycling economy; building a climate adaptive society; implementing the national comprehensive disaster prevention and mitigation strategies.

Economic growth quality and social welfare of China will be considerably improved and a "multi-win" situation on economic growth, environmental production, ecological security and climate change adaptiveness shall be achieved through China's response to climate change, development of green economy and industry, investment in green energy and promotion of green consumption. Meanwhile, as the most populous country with the largest economic aggregate and most inventions, China will make huge contributions to the world to respond to climate change through peaceful, green development and international cooperation in green development.

To sum up, China will realize its dream of common prosperity in a great harmonious world in 2030. It will become a new-type super power, which is not only a powerful country in terms of its economy, but also in terms of innovation; it will also become a relatively developed country, getting close to developed countries on indicators including per capita income, educational level, health level and Human Development Index; it will become a nature-friendly country, a country sharing its prosperity with the world, and a country that makes more innovative, green and civilization contributions to human beings.
