To all provincial, autonomous regions, municipalities’ ministry of educations (commissions), Education Bureau of Xinjiang Production and Construction Unit and universities With the consent of the Ministry of Foreign Affairs and the Ministry of Public Security, from now on, we make following decision about foreign embassy or consulate staff in China’s spouse entering to study in China University The foreign embassy or consulate staffs in China’s spouses who want to go to study in China university are allowed to be remain the privileges and immunities right. The foreign embassy or consulate staffs’ spouse apply to the relevant universities directly, the university should report to the foreign affairs office of the same level when submit the relevant application documents to provincial administrative department for education. The foreign embassy or consulate staff’s spouse can hold the residence certificate issued by departments of Ministry of Foreign Affairs or provincial foreign affairs office to study in China universities According to reciprocity principle, China is authorized to cancel privileges and immunities rights of foreign embassy or consulate staffs’ spouse during their study. Those who have been canceled the privileges and immunities rights will be managed as common international students are.
