To all provincial, autonomous regions and municipalities’ ministry of educations (commissions) In recent years, number of international students is increasing year by year, in 2004, a total of 110,000 foreign people from 178 nations were studying in China 31 provinces, autonomous regions and municipalities’420 higher schools and research institutions Part of China laws states that the qualified citizens must join the army in prescribed period, so some international students in China put forward to join the army with their school rolls remained. Therewith, higher schools and research institutions in China have not completely the same ways. In order to standardize government that China higher schools accept international students, our department have had research at home a abroad for many times on this issue and asked for some experts advises. Through research we made the decision as bellow A. Respect the laws of different countries; in general, we should agree international students from countries that forces the citizens to join the army to join the army with their school rolls remained B. Higher schools and research institutions can deal with matters concerned in international student joining the army with school roll remained, application requirement and qualification approval according to “Join the army with school rolls remained and return to school processing for international students from Korea, all higher schools and research institutions please make it on your own and announce to student, and do good in relevant international students’ promotion so as to let the students plan in advance and go through relevant procedures in time. C. The time of school roll remained will not take into account of student’s school time. D. The students needn’t pay for the management cost of remaining school roll because of joining the army. E. As the international students have been away from their majors’ study and Chinese-speaking surroundings for long time after serving the army, the higher schools and research intuitions are suggested to have Chinese language and major test for the international students coming back from army, and to require the students whose Chinese and majors levels reduced to remedy.
