Article 1  This Law is enacted to regulate the application for,  issuance of and administration on the passport of the People’s Republic  of China, protect the rights and interests of the citizens of the  People’s Republic of China for entering into and departing from the  territory of the People’s Republic of China and promote the external  exchange. 
 
Article 2  The passport of the People’s of China is the nationality and  identification certificate of the citizens of the same for entering into  and departing from the territory of the same and during their stay in  foreign countries. No organization or individual person may forge,  alter, transfer, damage or seize such passport illegally. 
 
Article 3  The passport consists of ordinary passport, diplomatic  passport and business passport. The passport is introduced by the  Ministry of Foreign Affairs to foreign governments through diplomatic  channel.
