Feb. 4-8, 2007, the 5th session of the fourth committee of Hainan Provincial People’s Political Consultative Conference was held in Haikou. Over 300 members from democratic parties, nationalities and all walks of life participated in the conference and put forward proposals on advancing socialist economic, political, cultural and social construction in an all-round way, promoting Hainan to develop well and quickly as well building up harmonious Hainan. Prof. Chi Fulin, Standing Member of Hainan Provincial People’s Political Consultative Conference and Executive President of China Institute for Reform and Development, delivered a speech in the meeting. He emphasized that development of Hainan should be characterized by Hainan’s feature; we need give a full play to the economic special zone; accelerate to form Hainan featured economic structure during opening-up; take advantage of biological environment to achieve innovation of mechanism and institution of environment protection; the key of realization of Hainan’s feature is to make breakthrough of reform and opening-up in the new phase.
