3. Tenet
Under the leadership of the Office of Chinese Language Council (Hanban), the contest, blended with commercial Chinese elements, tries to demonstrate charms of Chinese language, to reinforce international economical communications and friendship, as well as to promote world harmony and prosperity.
II. Organizations
1. Sponsor
The Chinese Language Council International is composed of members from 12 state ministries and commissions, namely, the General Office of the State Council, the Ministry of Education, the Ministry of Finance, the Overseas Chinese Affaires Office of the State Council, the Ministry of Foreign Affairs, the State Development and Reform Commission, the Ministry of Commerce, the Ministry of Culture, the State Administration of Radio Film and Television (China Radio International), the State Press and Publications Administration, the State Council Information Office and the State Language Committee . President of the Council is State Councilor Chen Zhili. Governed by the Council is the Office of Chinese Language Council International, known as “Hanban” for short.
As the executive body of the Chinese Language Council International, Hanban is a non-governmental and non-profit organization affiliated to the Ministry of Education of China.
It is committed to making the Chinese language and culture teaching resources and services available to the world, to meeting the demands of overseas Chinese learners to the utmost, to contributing to the formation of a world of cultural diversity and harmony
2. Undertaker
China International Intellectech Corporation (CIIC), founded in 1987, is one of state-owned backbone enterprises directly under the management of the Central Government, PRC. Among 155 central enterprises under the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), CIIC, headquartered in Beijing, is the only one that conducts professional and comprehensive Human Resource services. It is also an international enterprise most powerful and influential in Chinese HR field.
Serving 12,000 foreign ventures and their more than 200,000 employees, CIIC is an important client platform to promote business Chinese teaching.
The contest will be under the charge of International Training Center of CIIC, which, with its own powerful Chinese teaching staff, a teaching research center and extraordinary Chinese training courses, has always committed itself to the popularization of Business Chinese and it now has more than 2,000 Chinese learners in the country. Moreover, the group has a mighty power on marketing plan, mass media, Public Relations and conference organizing.
III. Application
1. Personal participants
The ICBC 1st is open to all non-Chinese who use Chinese for their business or social work. (Working staff in any embassy in China is not included)
2. Team participants
The ICBC 1ST is open to all foreign enterprises registered in China and all international organizations commercially related with China. A team will include 3 members, two of whom should be non-Chinese staff working in the company.
3. Means of application
A. Applications are accepted by e-mail to the official website of CIIC 1st, www.cbicbc.org. Participants are asked to fill out application form and submit relevant identification files and a copy of the speech for the contest.
B. Participants can also visit the committee address for his submission ( To Miss Yang Fan / Mr. Ampere, Suite 309, Tower B, Winterless Center, 100026, Phone:010—65388993 to 6302) for the fill-out and submission.
4. Submissions
A. Application format (electronic mail download or paper) is a must.
B. Personal ID card, working ID, 2 one-inch photos, 1 real-life photo (electronic version or paper printed) are needed.
C. Writings, sound recordings or DV in topics assigned by CIIC 1st are all acceptable. The DV copy is required to be uploaded to the official website.
D. With his 2 one-inch photos, 1 real-life photo, an applicant can also go the office for an on-the-spot test.
E. A participant’s statement (electronic version or printed version) is also needed.
Note:
Those who cannot offer DV or sound copy through internet must to the office to take an on-the-spot test.
Winners of the preliminary and secondary contests coming to the final must be in formal dress—males must be in dark suits and females in career dresses of any color.

Contest of all rounds will be hold in Beijing.

The sponsor (Hanban) and the undertaker (CIIC) will issue certificates for winners.
The Contest Committee will set up an “International Business Chinese Club” as the standing organization of all Business Chinese Contests. All applicants this time will be members, to whom the club will regularly hold activities, forums and lectures and will post resources about business Chinese learning.
Contest winners in initial audition will be notified of their acceptance to the preliminary contest in Beijing and be present in the Awards Party.

Preliminary contest
A. Contestants
Winners in initial audition will take part in the preliminary contest.
Personal contestants 100

B. Content
Personal contestants must take part in:
Free speech: a contestant can decide about the content of his 3-minute speech, which, however, must be relevant to commerce or economy.
Business Chinese Writing Test: a comprehensive close test with a limit of 30-40 minutes is to be conducted.
A talent show is required.
Semi-final
A. Contestants:
Winners in preliminary contest come into the semi-final.
Personal contestants 30

B. Content
a. For personal contestants
Assigned-topic speech. A 3-minute off-hand speech is given with its sequence decided by lot.
Talent show. A contestant prepares costume, accompanying music and displays a 3-minute show. The content is not specified.
Quiz show. A contestant will choose 3 questions and answer each within 30 seconds.
b. For team contestants
A 3-to-5-minute talent show: It must be conducted with the cooperation of 3 members, with their prepared costume and music. The content is not specified.
Quiz show: Team contestants choose a set of questions (A set includes three parts, each of which will be answered by one member) and answer each within 30 minutes.
Team debating: Teams will draw lots for their debating including topic, side (positive or negative) and sequence in the contest.

B. Content
a. For personal:
Competition: A contestant must complete an assigned task within a specified time and will be judged according to his performance.
Talent show: General time limit will be 3-minutes, which, may be prolonged for special items such as calligraphy, painting and seal cutting, etc; and in time of prolongation, the next contestant will play his show.
Quiz show: In two minutes, a contestant must decide by sortition for a set, which contains three questions, each of which must be answered within 30 seconds.
b. For team
Competition: Each team must complete an assigned task within specified time limit, and will be judged according to their performance.
Talent show: A 3-to-5-minutes talent show is given with the cooperation of 3 members of a team with self-prepared costumes and music. The content is not specified.
Quiz show: contestant team chooses a set (which includes three groups and each of which will be respectively answered by the three members) and answer each question within 30 seconds.

2. Criteria
Criteria of adjudication (omitted) are in the charge of a special committee appointed by Hanban and ICBC 1st Committee and its content is not open for the sake of justice, openness and fairness.

VIII. Appendix
1. Guide
A. Submitted files such as photos, videos and others are not returned. The committee possesses the right to use these pictures for publicity and other activities in the contest.
B. All copyrights, usufruct and proprietary, in the photos and video file shot by committee, remain with the committee itself in contestant publicity and relevant commercial activities.
C. Participants must take part in contest activities such as contest training, rehearsal, competition, parties etc.
D. All contestants of semi-final must register in the specified hotel under uniform management. The committee will be in charge of contestants’ boarding, transportation, training and tests; and to ensure efficiency, justice and coherence of the contest, a contestant must cooperate with earnest and ensure that he will not leave his post, or the hotel, or Beijing without authorization.
E. All contestants must follow principle and arrangements of the committee. All unfavorable remarks and behaviors to the contest, the committee, judges and other contestants are prohibited; otherwise, the contestant will be considered as automatically abstaining from his participation and all rights are reserved to ascertain their legal responsibility and to make open statement.
F. If there is any alteration to contest rules, forms and places, the committee will notify in advance.
G. A contestant must ensure authenticity and validity of his files or the committee has the right to cancel his qualification as a constant.
H. A participant must agree to obey all rules of the contest, and his application is considered to have read, understood and agreed to obey all of the above.
2. Term Revision and Explanation
We, the ICBC 1st Committee, reserve the right to revise and explain any term in the above.
