China Telecom has 17968 and 17901 IP cards. Callers can bind the 17968 with the help of the automated voice menu. After binding, the caller can only call 17968 + country code + number, which charges a landline fee only if the call gets through. But if you do not bind this card to the landline, it will charge you as long as you finish pressing the IP card’s series number and password, no matter whether or not the call is connected.The 17901 IP card is used as a mobile number. It is rechargeable and costs no landline fee.
The 17995 and 197200 IP cards are China Tietong’s best sellers. The 17995 card works the same as China Telecom’s 17968ard, but remember, the number you dial after binding is 17996 + country code + number, not 17995. The 197200 card charges no landline or Xiaolingtong fee whether binding or not, but if you are not bound to a landline, your mobile phone will be charged whether or not the call gets through.
